Apple provides several OpenGL samples that use Cocoa to draw text into a texture that is then displayed in an OpenGL context. Apple also provides samples for using the contents of any Cocoa View as an OpenGL texture.

You can use child windows to freely layer Quartz drawing with OpenGL drawing. All Quartz has to be above all OpenGL or visa versa though. You can't easily mix their z-order.

One caution is that if you have Quartz drawing side by side with OpenGL drawing, the latter looks bad. Quartz is device independent and sacrifices drawing speed in order to maximize drawing quality. OpenGL is device dependent (and even graphics card model dependent) and sacrifices drawing quality to achieve drawing speed.
