Trouble Localizing Help

I've been working with a translator to localize my app for French and
Canadian French.
We have two folders, fr.lproj and fr_ca.lproj that contain the
localized nibs and string files.
So far, everything works. Strings, dates, and currency settings are localized.

I've also built a Help book in English, placed in in my English.lproj,
and indexed it. It works fine when I'm running in English.

The problem is the Help folders for the two French variants. They're
just translated copies of the English help folder, placed in the two
French folders and indexed.

I've also localized my Info.plist, and changed the
CFBundleHelpBookName to the French name.

I've re-indexed the help files and re-built the project a number of
times, but if I set the language to French and run my program and then
select Help from the Help menu, the Help Viewer loads (in French) but
doesn't display anything.

Has anyone run into this kind of problem before, or can suggest any
steps I've missed?
