File Open / Close notification or tracking?

Hello all, i've been fighting with this for some time now. I've ready every bit of documentation I could turn up regarding the file system, polling, workspace notifications and quite a few more topics but I haven't found anything solid to solve my problem. I am attempting to watch a directory and be notified when a file within the directory is opened and closed. Any sample code, examples or solutions would be greatly appreciated. Please steer me in the right direction.
