While Tiger does support res-ind (as you've found, you can set a
scaling factor via QuartzDebug), Tiger's implementation is not fully
baked.
Hopefully you have access to Leopard seeds; you can then see if what
you describe is Tiger-specific.
What I would try is a multi-res TIFF instead of a PDF and see if you
still have the white background issues; perhaps toolbars cannot
correctly work with PDF content?
