I do not know what the official story is, but I guess it is not
unlikely that Bertrand simply grew tired of providing the service on
his own expense (time + money).
Whatever the reason, it certainly was a very valuable community
resource and it is a shame that it is no longer available. Let us
hope that the downtime is only temporary! Providing Bertrand with
positive feedback and contributions like money or hardware would
probably help.
