mouse move events for non-frontmost window/app

I have a frame-less window with a WebView in it. When the window and app are both frontmost, mouse rollover effects happen correctly, but I'd like to get the same behavior when the app is not frontmost...or even if it has the LSBackgroundOnly tag in the info.plist turned on.

How can I achieve this? Please respond to me directly 'cause I don't subscribe to this list.
