No Targets Listed in Classes->Create Files... Dialog

I am building a simple Cocoa Application. After building my interface in Interface builder and creating a sub class of NSObject, making my outlet and action connections, I then select the new class and use the Classes->Create Files for MyClass... menu. There are no targets listed in the "Insert into targets: box in the Create file dialog box.

My guess is that something is named wrong, or a build path or setting is incorrectly specified. I have searched the web and scoured developer documentation. I also looked at other projects, and they all have a target location specified and are very similar to my project.

I have programmed before but I am new to this Cocoa/Interface Builder environment.

How does IB determine what target the projects files can be inserted into?
