The executable wasn't being loaded at all. The plist had a default of ExportPreferences for CFBundleExecutable. However, the name of the NIB and executable were, by default, ExportPrefs. I'll have to see where that was pulled from (is the identifier used to create the CFBundleExecutable value? as opposed to the NIB name?)
