How to access built-in English dictionary?

Greetings!
Is there a way to access a built-in American English dictionary from the application code?
I need to be able to find phonemes that correspond to the words that users type in.
I was trying to to get this information from a Text-To-Speech' TextToPhoneme method, but it returns phonemes that are defined in a different way from the standard IPA dictionary.
