That's the first thing I do whenever I make a structural change of this
nature. I've done it several times while trying out various ideas to try and
fix this.

I began looking through some of the applications on my Mac, to see if I
could see any instances where a similar kind of specific/generic
localization is used. The nearest I can find are examples of two different
specific Chinese localizations. I haven't yet found any instances of a
location-specific locale being used alongside its generic equivalent.

I'm beginning to wonder if I've stumbled across a bug in Mac OS?

Have you tried cleaning the build product and recompiling? I often
find that I have to perform a clean when I fiddle with the resources.
