For the sake of posterity:

I re-read the docs about adding trackingRects and mouseMoved: events. Turns out I was adding the trackingRect when creating the window. However, the best way (obviously now) is to do it like the examples in the docs at:<file:///Developer/ADC Reference Library/ documentation/Cocoa/Conceptual/EventOverview/index.html>
