NSTableView's disappearing horizontal scrollbar

When I stretch my window horizontally by a large amount, the NSTableView's horizontal scroll bar (and accompanying arrow buttons) disappears and does not come back when I resize the window to a smaller size.

I can force the scrollbar to reappear by grabbing the end of the last column divider at the top of the table and dragging it to the right. However, this does not seem like an elegant solution nor one the customer would automatically do.

Is there a way to automatically have the horizontal scrollbar reappear when the window is resized to a smaller size again?
