I can confirm this one. You can use the arrow keys to move around the text view (and the scroller *does* update for me) but if you move it by the scroller's grip the text view does not scroll. The scroller is out of sync until you arrow-key-scroll again.

Yes, this is the behavior I'm noticing.
Since it seems others are seeing it too, I'm going to file, another bug.
