group animation fire frame change?

Hello All,
I would like to have a group animation fire when the frame is changed,
however it does not appear to work. I have a group animation that
rotates a view and scales up the frame concurrently. When I attach the
group to the frameRotation property everything works as expected. When
I attach the group to the frame property the group is not fired
(however the frame does animate through the change).
Anyone else seen this?
This seems to be me to be a bug but I wanted to run it by the list
before submitting a bug.
