What docs should I read?

Hi, I would like to write a tool that moves and resizes the active window
(belonging to an arbitrary app) when a hot key combination is pressed. For
instance if the user presses Cmd+Shift+1 the active window is moved to upper
left corner and resized to 800 pixels width and 600 pixels height. What docs
should I read in order to create such a tool?
