XCode is still reporting a 404 for me, is there something wrong at my
end, or Apple's?

bottom left. Select "Documentation Set Updates -> Check Now". The
Core Reference Library and Developer Tools Reference Library

Now I have orange entries with empty circles next to them. I assume
these latter are progress indicators, but they aren't moving.
Shouldn't they be moving?
Yes.. although depending on the load it make take a few minutes.
