How can I create image files programmatically (By executing vector based graphic calls)
Does NSImage support this? I want to write an app that creates high quality antialiased
icons for applications and files. Any Ideas?

Ideas? Tons! For one, read the Cocoa Drawing Guide and anything else of interested listed under the "Graphics & Imaging" section of the "Cocoa" section of the vast reference library publicly available via Apple Developer Connection. They really are quite well written and answer general questions such as these pretty thoroughly.
