NSSlider value same from last mouse tracking to mouse up action?

I have an NSSlider set to send its action on both
mouse tracking and mouse up.   Is there any guarantee
that the value of the slider doesn't change between
the time the last mouse tracking action and the mouse
up action?

In testing, it appears to be that way, but I can't
find anything in the docs that says it must be so, and
I'd like to rely on that behavior.
