Targeting nil in Interface Builder menu item

I have an Import command in my File menu that can apply to both the current document, and the app as a whole. I want it to send the - import action to the main window's document first, and if that doesn't exist, send it to the app. This seems like an application of an action sent to a nil responder, but I can't figure out how to set that up in IB.

Suggestions?
