Customize toolbar actions sent to wrong toolbar

My document window has a toolbar that displays and works correctly, and that document window can show an NSPanel as a sheet to do some editing. The sheet also has a toolbar that displays and works correctly.

The problem arises when one right clicks on the sheet's toolbar to customize it. If I select, for instance, "Icon Only" from the contextual menu, then the document window's toolbar is modified rather than the sheet's toolbar.

I am developing and running on Tiger.

Question:
Is this a known Cocoa bug, an unknown Cocoa bug, or am I doing something that is not supported?
