Scrollwheel ignores line scroll setting in NSScrollView - bug?

The scrollwheel input ignores NSScrollView's -setVerticalLineScroll: setting.

Is this intentional, or should I file a bug?

Is there a way to fix this behaviour other than subclassing that I've missed? It's pretty annoying.
