Safari Contextual Menu

I'm interested in creating a contextual menu in Safari and other apps based on the text or selection the user clicked on. It seems like there are some apps that pull this off, but there doesn't seem to be a straightforward method.

Do I need to create a CMM plugin? I've looked at the CMM example code from apple but it looks like the text selection context is broken in almost all of Apple's apps. (the context type comes back as "llun", which to my understanding represents NULL) What else do I need to use in order to have a contextual menu plugin work on selected text in Safari, TextEdit, etc.?
