Standard Permissions and/or ACLs in OS X

I have noticed that on Leopard, directories such as /usr/bin and /usr/ local are set read & write permissions for Admin accounts.
On my own Tiger, this is not the case, I am curious if they should be writeable by Admins or the Admin group.


And more generally, is there a canonical list of the standard/default permissions on directories & files in OS X anywhere?

If there is not such a list, perhaps we should have one as a reference to facilitate programmers maintaining the integrity of the permissions and ACLs on things whenever & wherever possible or appropriate. In addition, such a guide might help to avoid permissions escalation security risks.
