Apple has provided the LoginItemsAE sample code to do this.

It does not solve the problem of adding a login item for all users at the same time.


It also does not solve the problem of keeping your agent alive, or preventing from a user to disable the agent. All this and much more is possible with launchd agent on 10.5.
