How do I make the Downloads stack bounce?

When Safari or Mail.app save a file to the Downloads folder, the
Downloads stack icon in the Dock bounces, which is nice.  I would have
hoped that this happens automatically whenever a new file appears in the
folder, but it doesn't; when my application saves a file to the
Downloads folder (or I just say "touch ~/Downloads/foo.txt" in the
Terminal), it doesn't bounce.

Anybody have an idea how to make it bounce?
