Sure, I could (at least on 10.4.11) read /System/Library/Perl/ 5.8.6/unicore/UnicodeData.txt, but as Unicode names are used in Edit -> Special Characters... there might be some system function to get at this info.

Try CFStringTransform() with kCFStringTransformToUnicodeName.
