Writing a notifier app

Hi,

I need to build a functionality similar to gmail notifier.

Any pointers if Cocoa would be the right approach or if some other technology (python?) can be used to create such an app? Also, if you know of a similar open source project, it would be great.

Can you please suggest where to begin with / what to use.
