Making conceptual documentation

I've already tried searching Google and Cocoabuilder and found nothing relevant, at least on the OS X side of things.

We all know about HeaderDoc, which is used to create HTML documentation for code taken from comments in the header files. I've used HeaderDoc before to make API documentation, but now I'm being asked to create conceptual documentation to complement the API documentation.

So does anyone have any recommendations on content managers that can be used to make conceptual documentation? I'm especially looking for something that integrates with HeaderDoc, since as far as I can see in the HeaderDoc documentation, HeaderDoc doesn't really do conceptual documentation.
