You need to implement the method

- (void)splitView:(NSSplitView *)sender resizeSubviewsWithOldSize: (NSSize)oldSize

in the splitview's delegate. To do what you want, you basically need to compute the difference in width between the old and new sizes of the splitview, and add that amount to the width of the subview at index 1. (You also need to change the heights of both subviews to match the new size's height.)
