And, duh, I forgot to mention this: adding const to a large existing library
is a very big pain, because of the dependencies. It's not hard to enforce
constness where appropriate from the beginning, and correct the occasional
mistake. But when adding const there can be so many dependencies that it's
enough to drive a person insane.
