It depends on what you want to do.  Note that "all users on the
machine" can include users not actually on the machine, but in some
network store.  Depending on what you want to do, you may want to
query Directory Services or invoke the Identity Picker in
Collaboration.framework.  I'm afraid there is no one-liner for the
Directory Services option.
