CA: fillMode and rotation animation . . .

I have a number of layers that use rotation animation about the Z- axis. Whenever the animation(s) complete the layer returns to the original state (zero rotational offset). I set the fillMode attribute to be kCAFillModeForwards in order to preserve the layer in its transformed state but this does not help. I must not correctly understand how fillMode is to be used. Anyone have a suggestion as to how I can achieve the desired result and have the result of the animation stick?
