1. What is the most likely approach for allowing tabs from NSTabViews to be dragged between tab views, possibly on different windows?

You could look at PSMTabBarControl... the most up-to-date work on it is in the maccode repository at Google Code:

I keep some good examples and docs on my site, but the source code is getting stale (I don't believe my code does the fancy drag-to-make-new- window, for example)...
