is This a behavior of address book for more than 1000 records ? if it is,
how can i fix it?

You can't. As you've discovered, the AddressBook framework is rather slow when it comes to large batch operations, and has been since they switched from Metakit to CoreData in Leopard. You'll just have to wait for it to finish, because I will be very surprised if the framework turns out to be thread-safe.
