You're talking about Play/Stop/Pause/Forward/Rewind buttons?
Why not create them as a set within a single view and make the
whole set a toolbar item? The user can move it somewhere, or remove
it, but not rearrange the buttons.
The initial order as laid out in IB sets the initial order by the
way. I found the way this works within IB a little bit odd at
first, but once you spend a little time with it it starts to make
some sense.

You're right, that would be an option. I'm on a 10.4 system here, is
laying out your items in IB a feature new in 10.5? Because i don't
see how to do this here in IB.
