Carbon is an overloaded term, it means many things all at once.
Finder's Carbon->Cocoa transition refers, I think, mostly to its UI
implementation.
Note that the File Manager APIs (in Files.h) are not actually part of
Carbon.framework, but rather part of CoreServices.framework.
Those APIs are often the best way to do things.
