I select a menu item within a menu window in IB. Go to the
Inspector. The leftmost tab, where item title, etc. can be assigned.
Here I can see the shortcut assignment tool (at the bottom of the
panel). The selection box is grey, though it contains some Shortcut
(for some of menu items, like "Select All, it's empty for other
items) and the "Clear" button at right. So, I can remove existing
shortcut pressing Clear button, but I can neither change nor assign
a new shortcut.

actions. Then I've created actions and have connected all menu
items. No effect.
BTW, earlier you told that popup menu items can't have shortcuts.
But I can drag a pre-configured item from the Library, like "Select
All, and it will have a shortcut preset. But shortcut editing tool
in IB is always grey regardless to the location of the menu item -
whether it is located in main menu or in a context menu. This is the
problem.
I just tried this with a few of my pop-up menus in IB and IB doesn't
prevent me assigning shortcuts to any menu item, so I couldn't
reproduce what you're describing. The shortcut item always does look
grey however - you have to select it and type the desired shortcut -
it's not a normal text field.
