scroll view is now disabled after switching to snowleopard

this is an app with a couple of scrollviews, and after upgrading to snowleopard and recompiling, one of the 2 scrollviews is disabled. it's content is getting updated but it's grey'd out and i can't focus it.

when i compare that view using the inspector with the other almost identical view that does work, i can't find any difference that could explain the "disabling" of the second one.

any ideas?
