Localized Title Of Applications Folder As Alias?

i have a .DMG with an alias to Applications as well as the .DMG's own
Documents folder.  In order to have the .DMG's Documents folder title
localize, i've simply copied the .localized file from the computer's
Documents folder... this works... however, the title of the
Applications folder (which is an alias) doesn't localize, even though
there is a .localized file at the address pointed to by the alias (the
actual Applications folder on the computer)...

is localization of folder titles ignored if it's an alias?
