Thank you for your suggestions. Overlays & custom NSWindow subclasses are
something that I will consider for the future.
However my problem was simpler: I forgot to check "Non-activating" in the
panel's attributes. I really thought I had made the panel non-activating,
but apparently I hadn't. That makes it work exactly the way I need it to.
