The AppKit and Foundation components of Cocoa are in all editions of Mac OS X (including Rhapsody, the short-lived build of OS X Server that came out before Cheetah), and all Macs that can run Mac OS X can use them. CoreData, the third component of Cocoa, was added in Tiger.

Of course, not all classes and methods supported today are available in older versions, IOW, you can't advertise Puma support and rely the NSIndexSet class at the same time. 64-bit Cocoa support also wasn't available prior to Leopard.
