HI,
I have figured it out how to get the root processes and its information.
My only concern is how i will get a notification when a process is launched. I think there should be a way to get it. Because i think Activity Monitor does this.

I don't know. You're a programmer, which means you should have some kind of problem solving skills. Go apply them to this problem.
