Launch Services methods such as LSCopyApplicationURLsForURL would probably allow you to do that.

I'd use -[NSWorkspace openURLs:withAppBundleIdentifier:options:additionalEventParamDescriptor:launchIdentifiers :] or LSOpenFromURLSpec for this.
