What does printf( "LANG = %s\n", genenv( "LANG" ) ); say? For example,
on 10.5.6 with Terminal set to UTF-8 I get:

LANG = en_US.UTF-8

If I change it to MacRoman or Latin-1 then I get just

LANG = en_US

If you need to change your terminal settings, it's "Preferences... "
-> Settings -> (choose your default) -> Advanced -> Character
encoding.
