I want to use NSDivideRect in my app, but the documentation for NSRectEdge (one of the parameter types) says "Not available to 64- bit applications.". Can I not use this function anymore? Is there an appropriate replacement for the function?

Where does it say that? In both the 10.5 and 10.6 NSGeometry.h, NSDivideRect and NSRectEdge are available.
