The question is a bit too broad - break it down. This is the same as displaying any window/dialog/sheet. Try starting with the documentation for NSWindow and NSPanel.

The display of this window has nothing to do with your table and/or menu. It can be made to work independently then hooked up to the menu command when you're done.
