If it displays a window it should be an app. If its an app it should be in /Applications and it should be started from Login Items.
You can't install it automatically by security design. But once you get the user to install and run it, there are no permissions issues in adding it to login items (although asking the user is polite), and connecting to your web site.

I need to create an app the is auto downloaded and installed from a web site when the user clicks a web page button.
The app needs to be installed so that it always runs when the user logs in.
The app needs to periodically (by user preference setting) connect to a web server.
The app needs to display a window with information gleaned from its last web server connect.

1. Where should the app be installed.
2. Are there any permission issues.
3. Is this a background service or status like item.
4. Is it's periodic web connect fired by a timer or some other means.
5. Any other general tips / tricks.
