There aren't any Cocoa APIs for this — you'll need lower-level Unix APIs. This has been discussed on other lists like darwin-userlevel. There is at least one open-source Apple component that uses these APIs that you can look at for reference, but I don't remember exactly what it is. (It might be the 'top' tool.) Check the list archives.
