Because every message isn’t moderated. Only new users. He’s likely posted reasonable messages in the past.

This looks like his machine either has a virus, or he decided to send to his entire mailing list.

If every message was moderated, it would be a full-time job. As it is, I volunteer to do this during my down time at work.
