The reason why this isn't working in Leopard is simple: -setAlphaValue: for non-layer-backed views was not implemented until Snow Leopard.
The documentation for -setAlphaValue: states:
> Sending this message to a view that is not managing a Core Animation layer causes an exception.
I don't know if it ever actually caused an exception, but this at least explains that it was originally only implemented for layer-backed views. Obviously the documentation needs to be updated to reflect the change in Snow Leopard.
